Under the overall supervision of the Head of the subsidiary organs of the Security Council and a Senior Political Affairs Officer, the incumbent will work exclusively under the substantive guidance and guidance of the Ombudsperson. It will assist the Ombudsperson in substantially fulfilling the mandate set out in annex II to Security Council resolution 2368 (2017). Prepares agreements with governments or helps prepare and negotiates or assists in negotiation. Provides advice to less experienced staff. Performs other duties as required. A minimum of seven years of progressively responsible experience in law, including legal analysis, research and writing, is required. Experience in drafting important opinions or conclusions, court decisions, reports or other documents is desirable. Experience in a national or international judicial environment is desirable. Experience in the field of human rights and due process, particularly in the context of counter-terrorism or sanctions, is desirable. Experience in the policies, procedures and operations of the United Nations or similar international organization is desirable. Experience in assisting a senior UN official is desirable. A minimum of five years of progressively responsible experience in law, including legal analysis, research and writing, is required. A minimum of two years of professional experience in the legal department of a department or ministry or in the secretariat of an international organization is required. Experience in professional legal activity related to international law of privileges and immunities is desirable.
Experience in professional legal work related to the development and negotiation of international agreements is desirable. A minimum of two years of experience working with the United Nations or a related intergovernmental organization is desirable. Professionalism: Detailed knowledge of the Mediator`s procedures pursuant to resolution 2368 (2017). Knowledge of legal challenges to Security Council targeted sanctions and the steps taken by the Security Council to ensure that its procedures for listing and de-listing individuals are fair and clear. Strong analytical skills and ability to conduct in-depth legal research on a range of topics, including those of a unique and/or complex nature. Ability to question witnesses and present substantive legal arguments. Discretion and sound judgment in applying legal expertise to sensitive and complex legal issues. Ability to handle confidential and highly confidential information appropriately.
